Job Description

Primary Duties
The Department of Health’s mission is to promote and protect public health, monitor health care costs, maintain standards for quality health care delivery, and plan activities related to the health of Washington citizens.

This position is a Software QA Tester within the Business Services Section of the Solution Design and Project Support Office of DOH’s Health Technology Solutions and reports to the Software Quality Assurance Test Supervisor for the agency.  This position provides senior-level IT services to the agency in order to enhance their ability through technology to implement their mission.  This position supports the agency’s mission, goals, and objectives for all divisions.  

Duties include but are not limited to:

• Develops, reviews and implements test plans, test cases, test reports and testing schedules for software implementations and maintains a test repository.
• Identifies and determines the variance between expected and actual results of defect finding based on software requirements to ensure traceability of requirements.
• Develops command procedures and SQL scripts to identify defect findings such as data errors and/or system anomalies. 
• Coordinates with technology staff across functional disciplines and business programs to develop and plan for the configuration, implementation and training for new releases and upgrades of mission critical information technology systems.
• Leads and/or facilitates the gathering of requirements through interviews, workshops, consultations, site visits, surveys and business process workflows.
• Validates and verifies business requirements for new software applications and/or modifications to existing software are mapped to business needs and approved by business stakeholders. 

Required Qualifications
 NOTE:  Experience may have been gained concurrently.

• To enter at the Information Technology Specialist 3, In-Training to an Information Technology Specialist 4 level:  (NOTE:  After successful completion of the agreed in-training plan, incumbent will promote to the ITS 4 level.) 
• Three (3) or more years (full-time equivalency) of professional experience in one (1) or more of the following IT disciplines: business analysis, testing, or systems development.
• Demonstrated experience in each of the following:
    o Verifying and validating user requirements and functional use cases and business rules in software development.
    o Reviewing documentation including internal technical documents, system diagrams, use cases, preparing test cases, and user documentation and manuals.

• To enter at the Information Technology Specialist 4 level: 

• An Associate’s degree or higher in Information Technology or a closely allied field; AND two (2) or more years (full-time equivalency) of professional experience in one (1) or more of the following IT disciplines: business analysis, testing, or systems development.

OR

• Four (4) or more years (full-time equivalency) of professional experience in one (1) or more of the following IT disciplines: business analysis, testing, or systems development.

AND

• Two (2) or more years (full-time equivalency) of professional experience as a Software Tester, Software Analyst, or Software Developer.

• Demonstrated experience in each of the following:

o Verifying and validating user requirements and functional use cases and business rules in software development.
o Reviewing documentation including internal technical documents, system diagrams, use cases, preparing test cases, and user documentation and manuals.
o Proficiently translating complex technical issues into readily understood concepts for staff, management, and the public.
